After you click download, a window pops up that you have to click to accept terms and conditions, then the download link becomes active. You were correct, it was not only the default pop-up blocker, but some of the domains/urls being called were getting caught in the pi-hole. Once I had those identified and whitelisted, and enabled pop-ups for the site, only then could I download them.
