Skip 1s with USB not controlling NVidia Shield

All I do is use my Shield. It's for Plex, netflix, other TV services. So I setup an activity and the TV and soundbar respond, but the Shield doesn't. I have the USB dongle in the Shield. Is there anything else I need to do to get the Shield to work?  Do I have to configure the remote to know there is a USB?  Configure the shield somehow? I've been through all the shield setting screens.

    Configure browser push notifications
    Chrome (Android)
    1. Tap the lock icon next to the address bar.
    2. Tap Permissions → Notifications.
    3. Adjust your preference.
    Chrome (Desktop)
    1. Click the padlock icon in the address bar.
    2. Select Site settings.
    3. Find Notifications and adjust your preference.
