Wake doesn't wake.

I have a windows 10 HTPC and i've mapped the usb Flirc V2 full keyboard "wake" button to the Harmony 350 Power on button. However , it will not wake the pc from sleep.  I have a usb keyboard and mouse connected which both wake the PC instantly.  I have also disabled hibernation so pc will only go into standby mode.  Why are the keyboard and mouse able to wake the pc without issues and the Flirc not ?

    1. Tap the lock icon next to the address bar.
    2. Tap Permissions → Notifications.
    3. Adjust your preference.
    Chrome (Desktop)
    1. Click the padlock icon in the address bar.
