No one answered but by experiment, I found that you can do so even with a regular  Flirc by using a TLC k24ne5 Harmony Remote and the Flirc profile in the Myharmony app as the stand-in for the Amazon TV profile gives control of power and HDMI etc.  Amazon Fire TV 4k does not work with the standard Flirc, though it presumably does with the Amazon Fire version.  So for this you just need a Flirc and and an IR based Harmony; no hub required.

    3. Adjust your preference.
