Anything new for transmit signals?

Hey community,

I'm wondering if there is something new about transmitting signals from FLIRC.
I don't know anything about programming or compiling and need a tool to send just a On / Off signal to my Logitech Z906 system to turn it off / on  when my PC is shutting down and turned on.

Is there something like that for Windows 10?
