I got last week a Flirc USB. In one PC it seems to work (I was able to map some of my old trusty PS2 dvd remote). I had trouble mapping the play and pause keys, but mostly it seemed to work. I'm gonna use it with Kodi, so I really don't need all the buttons mapped anyway.
However, i unplugged it from my personal PC and put it in my living room one, where I have Kody installed and I watch stuff. In that PC, I open Flirc GUI and it detects the dongle. I seem to be able to map keys (I click with the mouse in the one I want, it waits for me to press the button in the remote and, once I do, the key stops blinking). The thing is that once mapped, they don't work. None of them. Not inside the GUI nor any place in Windows.
It seems to be detected as an HID in the device manager. I'm truly lost :S
