Why don't you try the repository option instead? It installs the 99-flirc.rules for you.
curl apt.flirc.tv/install.sh | sudo bash
Otherwise use sudo Flirc or sudo flirc_utils to run the applications

Flirc detects ALL of my button presses on an Apple Gen 2 remote - looks like https://en.wikipedia.org/wiki/Apple_Remote
However when I try to replay the recorded keys/buttons, they largely don't work. Very rarely a correct press comes though. However the two buttons that do work 100% are the Menu and Play/Pause buttons (the two bottom buttons). So 2/7 buttons are working.
I can only assume by the symptoms that it's a firmware bug.
I'm on firmware 3.9.0, on Ubuntu 18.04, using the Flirc V1 device.
