libflirc.dll: Restricted unlicensed Version?

For my own purposes I needed to create a tool, which acts like the Flirc-CLI-Tool "irtools.exe listen" using the Flirc-SDK from https://github.com/flirc/sdk

The SDK states, that the flirc.tv-Downloads are all based on this SDK - So I expect to achieve the same results …

… but here is my question: The SDK-DLL "libflirc.dll" always returns 7 bytes, while "irtools.exe listen" returns all bytes (see: https://github.com/flirc/sdk/issues/21 )

Are the flirc.tv-Downloads really based on this SDK? Maybe the SDK-GIT-Repository just leads to an unlicensed DLL-Version, which is restricted to return only 7 bytes as "proof of Concept"?

Any help would be highly appreciated.
