It seems it only happens when the flirc usb AND my standard keyboard/mouse usb is plugged in. i get past the bios screens without problem, its windows that seems to halt

I have an issue where my htpc wont go past the starting windows screen with flirc plugged in. If i remove flirc it boots fine then i can plug in and use it. Not sure if anyone has had this trouble but i couldnt find it in a search

I have a question that may be dumb but im a novice so please be kind. The heatsink on the flirc case for the raspi came with the little square sticker for the chip. both sides have adhesive sticker. does it matter which way its put on?
